Welcome to the Franklin Reserve Neighborhood Association!
A community is best served when the people who live there organize, participate, and unite in activities that maintain neighborhood quality, ensure safety, and create a sense of community.
We are an association of homeowners and residents in the Franklin Reserve area of Elk Grove, California. Franklin Reserve encompases the area from Elk Grove Blvd to Bilby and from Bruceville to Franklin Blvd.
The Franklin Reserve Neighborhood Association has an active and vibrant discussion on our Mailing List. E-Mails to our list include questions about issues affecting our community, requests for assistance and announcements of events and activities in our area. We Need Your Voice To Help Our Youth!!! |
FRNA Members,
There are approximately 15,000 middle school and high school students enrolled in Elk Grove schools, and they seem to be everywhere – shopping, playing sports, going to one of the two teen centers, walking to and from school, and, of course, just hanging out. But is there enough in Elk Grove for its youth and teens to do? Are they being supported and given opportunities to succeed and contribute to the community?
The newly formed Youth Master Plan Steering Committee, is hoping to find out and put that information to good use. Spearheaded by the City of Elk Grove and several community leaders, the Youth Master Plan Committee has been meeting regularly to create a Youth Master Plan for Elk Grove to ensure that youth and teens and their parents have the resources and support they need. In this vein, the Youth Master Plan Steering Committee has a subcommittee focusing on neighborhood and youth and teen resources. The goal of this subcommittee is to create a network, or safety net, of schools, local government, churches, nonprofits and other community organizations that serve youth and teens.
The City of Elk Grove’s Youth Master Plan Committee will be holding four community forums in November to get feedback on the following issues regarding youth and teens in Elk Grove:
1. Drug/Alcohol use among teens
2. Unhealthy lifestyle issues
3. Awareness of teen resources
4. Teen safety
5. Perception of the teen population in Elk Grove
6. Other concerns and feedback you would like to share
There will be two forums for adults and two for youth/teens. Adults will not be allowed at the teen forums and nor are teens encouraged to attend the adult forums so there can be honest feedback from all those participating. Teens will be eligible for community service credit for attending one of the forums. The dates and times of are:

"Life in the Franklin Reserve" is a new column that will be appearing in the Elk Grove Citizen on a regular basis. It is a collaboration between the Franklin Reserve Neighborhood Association and the Elk Grove Citizen to bring you news and stories about your friends and neighbors making a difference in the community, and about family life in the Reserve.
We want your participation!

Make Your Mark at the Park!!!! |
Here is your chance to, “Make Your Mark at the Park!” Help create an ocean or butterfly scene for the tile walls at Morse Community Park. We need YOUR help!!! This
art project will include 1,600 hand painted tiles by our community. You
can purchase a single tile or multiple tiles to create a larger image.
There are tiles for every age group and no art experience is necessary!
The talented staff from “I made it!” will be on hand right here at Carroll Elementary to assist you! FRNA members, let’s
consider partnering together to create a tile wall together!!! We can
have our children use their fingerprints to elaborate on our
logo….together we can create a mark that will be enjoyed by generations

is National Night Out? National Night Out is an annual event
observed throughout the county when city police departments make visits to
neighborhood block parties, community gatherings and discuss ways in crime
prevention such as ’neighborhood watch program’.
This year Franklin Reserve
Neighborhood Assoc. is partnering with Elk Grove City Mayor, Gary Davis to
celebrate the 25th Anniversary for National Night Out at Machado Park.

Franklin Reserve Neighborhood Association Proposed Ordinance |
On behalf of the Franklin Reserve Neighborhood Association (FRNA), I
would like to give you more information about an ordinance recently
mentioned in the Sacramento Bee that we proposed to the City of Elk
Grove. The ordinance would better enable neighborhood associations and
citizens to contact residential property owners about the condition of
their properties. As proposed by FRNA to the City of Elk Grove, the
ordinance would accomplish the following:
-
Require owners of residential rental property in Elk Grove and
the property management companies managing their Elk Grove residential
rental properties to register with the City Clerk. The resulting
residential rental property registry would include the names and
addresses of the owners and their property management companies and
would be searchable online only by the address of the property.
- Require mortgage lending institutions to register with the City
Clerk all residential properties in Elk Grove upon which they have
foreclosed within ten (10) days of foreclosure and to post on each
property the name of the mortgage lending institution, a contact person
for the mortgage lending institution to whom problems with the property
should be reported, and the address, telephone number and e-mail
address for the contact person.
- Require the City to make publicly assessable county assessor
property ownership records for residential parcels and units within the
City, to be accessible only at the City Clerk's Office or on the City's
internet website, searchable online by physical address of the property
only.
The proposed ordinance was born of the frustration of FRNA members in
trying to reach residential property owners about their properties and,
in some cases, their tenants. I personally have had to resort to
asking real estate agents and others to find publicly availably but not
easily accessible property ownership records for problem properties and
tenants in the FRNA area. At this point, the City Attorney is working
with the Elk Grove Police Department and the Community Enhancement
Department to revise our proposed ordinance into discrete ordinances.
However, we do not know whether the City Attorney's draft ordinance
will encompass all that our proposed ordinance does. The City Attorney
is tentatively scheduled to present the City's version of our proposed
ordinance to the City Council sometime in June. We are advising you
because we do not know how much time we will have to analyze and, if
acceptable, garner support for the proposed ordinance. The Sacramento
Rental Housing Association has already approached FRNA with some of its
concerns about the proposed ordinance.
As soon as we have the City Attorney's proposed ordinance, we will let
you know. Assuming the City Attorney's proposed ordinance is
satisfactory to the FRNA membership, we hope to work with other Elk
Grove neighborhood associations and community leaders to ensure its
passage by the City Council.
