Welcome to the Franklin Reserve Neighborhood Association!

A community is best served when the people who live there organize, participate, and unite in activities that maintain neighborhood quality, ensure safety, and create a sense of community.

We are an association of homeowners and residents in the Franklin Reserve area of Elk Grove, California. Franklin Reserve encompases the area from Elk Grove Blvd to Bilby and from Bruceville to Franklin Blvd.

 

The Franklin Reserve Neighborhood Association has an active and vibrant discussion on our Mailing List. Make Your Mark at the Park!!!!
Events in or around Franklin Reserve Here is your chance to, “Make Your Mark at the Park!”

Help create an ocean or butterfly scene for the tile walls at Morse Community Park. We need YOUR help!!!

This art project will include 1,600 hand painted tiles by our community. You can purchase a single tile or multiple tiles to create a larger image. There are tiles for every age group and no art experience is necessary! The talented staff from “I made it!” will be on hand right here at Carroll Elementary to assist you!

FRNA members, let’s consider partnering together to create a tile wall together!!! We can have our children use their fingerprints to elaborate on our logo….together we can create a mark that will be enjoyed by generations to come! Please feel free to contact me at anytime.

What: Paint tiles for the new Morse Community Park (at Bellaterra & Firepoppy)

When: Thursday August 14, 2008 from 2:20 -4:30 pm

Where: Carroll Elementary School

Why: Become part of the community art project and leave a lasting mark for future generations!

America’s Night Out Against Crime
Events in or around Franklin Reserve

Franklin Reserve Neighborhood Association Welcomes You To A Picnic In The Park

Tuesday, August 5 6pm - 8pm

Machado Park 10394 Franklin High Rd.

What is National Night Out? National Night Out is an annual event observed throughout the county when city police departments make visits to neighborhood block parties, community gatherings and discuss ways in crime prevention such as ’neighborhood watch program’.

This year Franklin Reserve Neighborhood Assoc. is partnering with Elk Grove City Mayor, Gary Davis to celebrate the 25th Anniversary for National Night Out at Machado Park.

Local sponsor’s are providing entertainment which include: A Live Band, Dance Troop from “Encore! Studio of Performing Arts, Jump House, Face Painting, and….. ZUMBA! This will be an audience participation.

Pack a basket and blanket for a picnic on the grass and MEET your neighbor’s…..

Franklin Reserve Neighborhood Association Proposed Ordinance
Ideas for the Community or this Site On behalf of the Franklin Reserve Neighborhood Association (FRNA), I would like to give you more information about an ordinance recently mentioned in the Sacramento Bee that we proposed to the City of Elk Grove. The ordinance would better enable neighborhood associations and citizens to contact residential property owners about the condition of their properties. As proposed by FRNA to the City of Elk Grove, the ordinance would accomplish the following:
  • Require owners of residential rental property in Elk Grove and the property management companies managing their Elk Grove residential rental properties to register with the City Clerk. The resulting residential rental property registry would include the names and addresses of the owners and their property management companies and would be searchable online only by the address of the property.
  • Require mortgage lending institutions to register with the City Clerk all residential properties in Elk Grove upon which they have foreclosed within ten (10) days of foreclosure and to post on each property the name of the mortgage lending institution, a contact person for the mortgage lending institution to whom problems with the property should be reported, and the address, telephone number and e-mail address for the contact person.
  • Require the City to make publicly assessable county assessor property ownership records for residential parcels and units within the City, to be accessible only at the City Clerk's Office or on the City's internet website, searchable online by physical address of the property only.
The proposed ordinance was born of the frustration of FRNA members in trying to reach residential property owners about their properties and, in some cases, their tenants. I personally have had to resort to asking real estate agents and others to find publicly availably but not easily accessible property ownership records for problem properties and tenants in the FRNA area. At this point, the City Attorney is working with the Elk Grove Police Department and the Community Enhancement Department to revise our proposed ordinance into discrete ordinances. However, we do not know whether the City Attorney's draft ordinance will encompass all that our proposed ordinance does. The City Attorney is tentatively scheduled to present the City's version of our proposed ordinance to the City Council sometime in June. We are advising you because we do not know how much time we will have to analyze and, if acceptable, garner support for the proposed ordinance. The Sacramento Rental Housing Association has already approached FRNA with some of its concerns about the proposed ordinance.

As soon as we have the City Attorney's proposed ordinance, we will let you know. Assuming the City Attorney's proposed ordinance is satisfactory to the FRNA membership, we hope to work with other Elk Grove neighborhood associations and community leaders to ensure its passage by the City Council.

PARENTS of FRNA - JOIN CARROLL ELEMENTARY FOR THEIR SPRING FLING!!!!!

FRNA Members,

The Parent Teachers Association of Carroll Elementary will sponsor their second Spring Fling! Join us for a HUGE FAMILY EVENT that will feature a SILENT AUCTION, GIFT BASKET and GAMES!!! FRNA will also have their table and we want YOU to stop by to meet our staff!! Remember to invite your friends and neighbors!!

RADIO DISNEY will also be there!! Hannah Montana autographed items, Disneyland tickets, resort accommodations to Mexico!! Come check out all the carnival games for kids of ALL ages!! Unlimited game play at all 19 booths!! A hot dog, chips and drink will be available for purchase for $3, and a hamburger, chips and drink will be available for $4.

Park Vandalism
Problems and concerns in the Community Franklin Reserve Members,

It’s been brought to my attention that recently, vandals have kicked and split one of the concrete rail fences surrounding the playground at Machado Dairy Park. It is very sad that so much effort goes into doing good things and then someone ruins it for all. I would like to ask you, residents and members of Franklin Reserve Neighborhood, to PLEASE help and be aware of and report any suspicious activity, late night noise, etc. at any of our neighborhood parks to authorities. These are OUR parks and we need to monitor activity that goes on in them. Let’s continue to preserve the quality of life in our neighborhood by working together!

If you observe any suspicious activity please contact EGPD non emergency at 714 5115.

FRNA READY FOR 2008!!!!!
Upcoming Meetings Franklin Reserve Members,

FRNA Staff and Board members would like to invite you to join us at our next meeting on Sunday, February 10th at 1:00pm at Round Table at Whitelock/Bruceville. We will be providing light refreshments.

JOIN US for this IMPORTANT meeting that will set the direction that FRNA will take in 2008! We need YOUR voice and YOUR input!

Because of members and residents like you, we have grown to be one of the largest and most active neighborhood associations in the City of Elk Grove!!!

Last year we were successful in organizing several events:
  • Neighborhood trick or treating on Halloween
  • Christmas decorating event
  • Fund raising
  • Partnering with other non profit organizations
  • Crime deterrent activities, such as participating in the National Night Out, Neighborhood Watch, and our “Good Neighbor Letter”
  • Partnership with CSD to assist in all Park Openings in the Franklin Reserve

LET’S CONTINUE TO WORK TOGETHER TO MAKE A DIFFERENCE IN OUR NEIGHBORHOOD!!!!!!

We are asking for Franklin Reserve residents to consider taking on one of these leadership roles:

  • Neighborhood Watch Committee
  • Recruitment Committee
  • Social Events Planning Committee
  • Neighborhood Enhancement Committee
  • Communications/Media Liaison
  • Finance Committee
